Hi Lalitha, Consumer protection act, 1986 seeks to protect the interest of consumers who purchase some goods or avail certain services. Under this act a person may approach to either district, state or national consumer forum depending upon the amount of value of the suit. for cases up to 20 lakhs one can approach to district forum, from 20 lakhs to 1 crore state commission and for case value above 1 crore to national commission. Also there is a provision of appeal for any party who is aggrieved by the decision of any of these commissions to appeal in the appellate tribunal within 30 days of order. since COPRA, 1986 contains provision of relief against faulty products and services, in your case receiving a mobile phone without MRP, information of importer etc. comes within the purview of COPRA.
