File a private complaint under Section 200 of CrPc regarding the various offences, in this case cheating. There are two courses open before a person who intends to initiate criminal proceedings in respect of an offence. He may give information to the police, if the offence is a cognizable offence. He may go to the Magistrate and file a complaint irrespective of whether the offence is cognizable or non-cognizable.
