A complaint can be filed in the court under section 190 or 200 of CrPc. A complaint is an allegation made to the magistrate with a view to his taking cognizance of the offence. The complaint may be made orally or in writing. If the magistrate takes cognizance of the offence on the complaint and the witnesses are present, upon oath and reduces to writing the substance of the examination, which is to be signed by the complainant and the witnesses and the magistrate.
